Op onvoldoende gefundeerde gronden weigert CZ deze zorgverleners uit te betalen voor de reeds door hen geleverde 2e lijns GGZ-zorg aan CZ-verzekerden.   GGz: Geestelijke Gezondheidszorg 1e lijn: lichtere problematiek (zonder verwijzing) 2e lijn: medisch gespecialiseerd, altijd via verwijzing. De DBC-systematiek is in ontwikkeling als één systeem, om partijen (zorgverleners/GGz-instellingen) te kunnen vergelijken. Hoofdbehandelaarschap betekent: wie mag een DBC openen en sluiten? Terwijl dit al jaren in de praktijk anders ligt, claimt CZ (samen met  de andere verzekeraars) in de polisvoorwaarden sinds 2011 ineens dat deze verwijzer/hoofdbehandelaar een psychiater of zenuwarts moet zijn. In het kort geding dat de stichting EuroPsyche (vertegenwoordiger van 12oo GGz-professionals) in mei 2012 aanspande tegen zorgverzekeraar CZ, stelde de rechter op 16 mei 2012 de polisvoorwaarden van de verzekeraar boven het welzijn van de cliënten. Er heet een zorgcontinuïteit te zijn, immers, er is een zorgplicht. Maar wie moet dat doen? De psychiaters? Hoe kunnen de (EuroPsyche GGz-)professionals die broodnodige zorg blijven geven, wanneer hun eigen bestaan instort? Zij zitten ingeklemd tussen hun morele integriteit als mens en behandelaar, en hun financiële integriteit als zelfstandig ondernemer. Wanneer deze gerechtelijke wanstalt niet wordt teruggedraaid, staat de gehele geestelijke gezondheidszorg op de tocht, en staan nu 13.000 cliënten op straat…. velen van hen midden in hun behandeltraject. Hoeveel zelfmoorden zal dit onder hen uitlokken? De 2e lijns zorg betreft immers per definitie de meer gecompliceerde problematiek. Hoeveel kwetsbare mensen worden met deze actie van CZ over de rand geduwd?
